The position requires an in-depth understanding of the structure and functions of CDC-Tanzania, including a detailed knowledge of CDC’s role and function in support of the President’s Emergency Plan for Aids Relief (PEPFAR); CDC and USG policies, guidelines, and procedures for administration of cooperative agreements; and intra-agency procedures for coordination with CDC Atlanta and the American Mission in Tanzania. Nafasi za kazi U.S.Embassy 2023

1.Public Health Administrative Management Assistant (CDC)

Provides expert technical advice to implementing partners in the development of long- and short-term financial strategies and plans to achieve financial goals supporting cooperative agreement objectives. Plans are developed in accordance with approved budgets and to monitor adherence to USG financial standards. Conducts reviews of prospective or new CDC-Tanzania cooperative agreement recipient’s financial systems to determine the adequacy of their accounting systems and internal controls, as well as their institutional capability to implement USG funding agreements.

Assists cooperative agreement partners in understanding CDC budget categories and assists in the review of their budget requests to assure that proposed costs are allowable, allocatable and reasonable. Provides financial advice and monitors the financial reporting of implementing partners to CDC HQ to ensure timeliness and accuracy of financial reporting. Monitors and reviews fund spending requests to ensure compliance with the US Payment Management System regulations. 

Key Responsibilities

The position requires a thorough knowledge of budget development, execution, and analysis, including technical procedures and methods for computing and reporting for financial programs.  The incumbent must have a detailed and comprehensive knowledge of CDC and USG policies and procedures relating to budgeting, accounting, and appropriation. The job holder is also required to have a good working knowledge of the structure and functions of CDC Tanzania, PEPFAR program activities, and US Embassy budget and finance policies and procedures. The incumbent must have advanced knowledge of project management principles and methods to represent CDC Tanzania in interactions with other USG agencies and partner organizations. Thorough knowledge of guidelines and procedures for administration and financial management of cooperative agreements; and budget tracking procedures for coordination with CDC Atlanta and the U. S. Mission in Tanzania is required. In addition, the incumbent must have a good understanding of the cultural and operational climate in Tanzania to establish and maintain effective working relationships.

2.Public Health Specialist – Treatment (CDC)

Job holder serves as a primary advisor in the planning and development of HIV treatment program activities included in the annual COP for Tanzania. In collaboration with other USG partners, compiles, and edits program activities for the COP. Participates in reviews of the plan and recommends revisions as needed. Develops funding announcements for cooperative agreements to provide assistance to external partners in developing and implementing programs to support HIV treatment program activities. Drafts technical requirements and statements of work (SOW) for cooperative agreement program announcements.

Conducts technical reviews of cooperative agreement applications and makes funding recommendations based on technical merit of the proposals and consistency of budget requests with the intended use of funds. Participates with external partners in the development of work plans for implementation of activities following cooperative agreement awards. Reviews requests for supplemental financial assistance and reprogramming of funds and makes recommendations based on technical merit. Job holder represents CDC Tanzania for HIV treatment issues at technical, policy and strategic planning meetings with collaborators. Acts as an expert national resource on matters pertaining to treatment of HIV/AIDS and management co-morbidities.
